Free Filter Packs won't load

 On my other laptop I had windows Vista and PSE5 with all of the Free Filter Packs installed and the filters ran smoothly.
Recently I have upgraded to a new laptop with Windows 7 and I am now using CS3. I installed the packs yet when I try to execute them in CS3 they will not run. There is no error message or anything.
I was wondering if I could get some help please?

 Do you use Comodo, Zone Alarm or SpyWare PC Doctor?

 I do not, I do however alternatively use Malware Bytes .

 Edit : I checked the thread you linked and it turns out I was still running System Mechanic's System Guard. It works now thank you.
