Color Dodge Opacity Wierdness

Has anyone else noticed that the Opacity slider when using Color Dodge doesn't work as expected?
I think this happens with others, but I'm not sure.

Basically, to get the correct behavior, you have the Opacity on 100 and run the source thought a Linear Tone Curve with the maximum and Start values mapped to the desired opacity. (the inverse (100-0) on start, but you get the idea)

Wierd huh?

To be fair, this duplicates the behavior found in a Gradient Overlay layer style in PS, and the normal Opacity slider duplicates the starnder Layer Opacity in PS, but it's a useful trick.
