This effect was generated in Filter Forge, a Photoshop plugin that allows you to create your own filters.
Just a simple barber pole filter, or maybe a piece of a candy cane.
You can have the pole with or without a background image.
The pole may be moved side to side and you can alter the width to an extent.
The shading is also variable but may not show up well if you alter the orgiinal color setting of red.
And, you can rotate the pole. With a little bit of clever application, you could then animate the pole rotation.
