This effect was generated in Filter Forge, a Photoshop plugin that allows you to create your own filters.
This snippet demonstrates the interesting relationship blur has to high pass and how to use FF to easily convert between the two or substitute one for the other. This information can also be used to create filters that operate on slices of an image’s frequencies. The gamma and threshold components are there show the very small amount quantization error that will eventually lead to clipping. To use the snippet open it in the editor, move the radius slider back and forth and watch carefully how the components are affected. Notice also how the blend components are configured for removing the blur or high pass portions of the image.
