Humm....
In my old computer ( Windows XP ) it takes only 2 minutes and 52 seconds, as you can see below.
Maybe you used a very big picture or you kept open some other program at the same time ( for example, Firefox may slow down FF a lot ).

I uploaded the woman picture in Photoshop, I selected the area, I applied the filter on that area, and.... done.

You can do it also with smaller programs.
Do you have GIMP? GIMP is a free graphic editor and not too difficult to use. It can be a good choice.
Anyway, if you use GIMP or another graphic program, you can get the same mask effect doing this :
- Apply my filter on the whole photo.
- After applying the filter, load the photo in any graphic program. Delete all the area around the mask shape and in the eyes.
- Load also the original photo.
- Copy the mask image over the original image.
Done.
( I think you can do it in Paint.NET too )

The way your mask fades off at the edges is really nice by the way. I guess I thought that perhaps there was some special process you were using in Photoshop that i was unaware of. There are ways to do that in Paint.net,i've just never found a use for it. And it takes more steps to do that in Paint.net than it does in Photoshop. I've seen tutorials on how to cut out an image and get it ready to layer in Photoshop and it's way easier in photoshop than it is in Pain.net. But what can I say! I love Paint.net!  . The 2 examples above were done with filters from FF and then layerd together in Paint.net  "Art is quite useless." Oscar Wilde
