It does seem to be a filter created in version 7, which I haven't received the update for yet. It can't be downloaded yet or used untilwe get this update.

this was created way back... maybe in version 3 or 4, but, I updated it locally under version 7, so yes, it's a version 7 filter. as for being the first, I don't know. you'd have to ask GMM or Vladimir.
this was a very loose filter before and I never published it. it's much tighter now, meaning that it produces textures within a much smaller range than I normally produce. and at first, I even tried to keep the controls to 10 or less, but for me, that's nearly impossible  If wishes were horses... there'd be a whole lot of horse crap to clean up!

Yes, this is the first 7.0-compatible filter in the filter library.
