See image below for one method I found.
*My method works pretty well but there are some quirks. Mainly that the 'circleness' is lost near the edge of the image. Click here to see what I mean. Also the strong blur is a real performance drain. |

uberzev -- take that snippet you posted above, plug it into Adjustments > Tone Curve, and then plug a Curves > Wave component into the Tone Curve.
