I have searched the forum and looked online. I can't find a definitive answer to this question. What makes a filter become a "high usage" filter? I have an old version of FF (3) AND I have 2 filters from back then that have gone high, but I don't I understand how or why. Can someone explain this to me?

Filter Forge monitors when other users download your filter and use it. This information is sent to the server once in a while (you may have seen the dialog asking to send usage stats when running FF). Those metrics are used to categorize filters into three usage rank groups, low, average and high.

I'm not sure when your filter is reevaluated, but at some point the filter drops to low again if no one uses it.
