Hello,
Is it possible to create a custom frame in Filter Forge that can be exported and used with other images in Photoshop with the flexibility of changing colors of the frame in Photoshop?
If so, is there a tutorial or can someone help me out on how to get started?

I think that this is possible and easy to do if you are using Photoshop. ( there is a cheaper choice in the subscription for the Photographers plan for 10$ or 12€ per month or )

If I understand correctly, what you want is to create any custom frame made from any of the available filters that is made to include an image inside and then be able to export it to Photoshop and then be able to change the color of the frame to the one you may want

So if this is right, then you can choose any of the multiple frame filters choices already available as seen here when searching for frame in the FF library and use it in FF and then export the preset you may want to photoshop

Be aware that ANY of the the frame filters available that already contain a photo inside the frame can be easily removed if you choose an empty transparent option in the New image menu, and then export the frame with this transparent background

And then after change the color of the frame in Photoshop and here are some tutorials that may probably help you

METHOD 4 - MODIFY ONLY SEL ECT COLOR FROM SOURCE TO ANOTHER ONE AND NOT THE WHOLE OBJECT

If you want to select just one or a group of colors fr om the source and modify all of them you can use the Replace Color tool in Photoshop
