Finally got this if no one else got it yet. Here is rotatezoom2. It has full rotation and zoom. The cool part is when editing this filter just delete the image component and replace with what you want to rotate.

can't forget this part a big thanks to Quasimondo for Rotate 90 degrees filter. Rotatezoom2 uses part of that filter.
