Why does this happen?

I'm pretty new to all of this so please bear with me. I want to use an image I created in Photoshop or by using my tablet and to make a filter from it. The thing is it does not appear. I have mostly got the lifebuoy sitting in the background of my filter/s, when I have saved them to my library and I don't want to use the lifebuoy or other image defaults as a platform all the time for my projects. Is there a way that you can upload to FF an image you have created and create a filter from it? How is this done? All I need to see is the finished result without something someone else has created in the background.

Thanks for clearing that up for me jffe. I understand about copyrights etc. Just I thought that creating something original was the way to go. Anyways, it is really helpful what you have said and I appreciate that. Thanks
