I am new to FF, so sorry for the basic question.
In the Preset tab I have added a new preset. How can I save/backup the Preset to another folder in case my system fails.
If i go to..
C:\Users\xxxxxx\AppData\Roaming\Filter Forge 4\My Filters
There is nothing there.

You are very near from the solution
FILTERS WITH FACTORY PRESETS
If the presets you have done yourself are inside a filter that has factory presets, then all your own custom presets will be saved to
C:\Users\xxxxxx\AppData\Roaming\Filter Forge 4\My Presets
FILTERS WITHOUT FACTORY PRESETS
If the presets you have done yourself are inside a filter that has NO factory presets and all the presets are editable, then all your own custom presets will be saved inside the filter file itself and not saved to the My Presets folder, so in this case, to make the backup, you have to backup your own presets, you need to backup the filter itself.

If I want to ensure that if I rebuild windows, a backup of c:\Users\xxxx\AppData\Roaming\Filter Forge 4\ and everything in it is enough to allow me to return things to how they were before?

Yes: c:\Users\xxxx\AppData\Roaming\Filter Forge 4\ contains all your filters and settings.
