In photoshop go to Filter than render and select Lighting effects....

I'm looking to for a re-creation of this filter but as a tileable.
would need all the standard functions including Height for R G or B. And not just Omni but also spot light as well. Can to pay someone for the work.

This is not a replica or anything remotely similar to the PS filter; it is simple utilization of the build in lightning environment in FF. Might be something.
