Maybe start with a selection as external source linked to perlin noise component? Or maybe cell noise.

I guess its a start if you want to add some components until you get the look you need. I figured a selection because you probably want to select an area on your layer that you want the cloud at and the like.
I could take a snapshot of the node hookup if you like or you can wait until the filter is submitted to the library. Rod

Just added rotation.
