Hi, I'm guessing that a characteristic of Perlin noise is that the proportion of noise versus background remains the same. Playing with the various parameters, especially scale, seems to change the size of the noise but not the ratio of noise to background.

Is there a way to achieve the effect of having say, approx 70% noise and 30% background?

Plug in a curve like Bias and then move the Bias slider on the Bias curve to change your ratio
