Filter Forge - Blur smaller than 1 Pixel

Maybe it's a silly question, but I'm searching for a way to make a blur filter in which I can set values smaller than one for "Radius", like I can do with the Gaussian Blur in Photoshop. In the Blur component "Radius is measured as a percentage of the global parameter Size", which means (if I am right), that the smallest possible value is 1 Pixel. Is there another way? Thx, Raschko
