Here's how I am using this filter - a little unconventional for 'snow' but it is EXACTLY the effect I am trying for!

This is a 3D render of a whale I did in Poser 2012 Pro. A good bit of Filter Forge post work too.

looks awesome!
maybe try to make a few layers with snow and use lens blur with difference amounts.
