uber, not sure what you mean there. looks pretty good to me. the name may be wrong, though. looks more like fallen water, puddled up, rather than 'drops'. If wishes were horses... there'd be a whole lot of horse crap to clean up!

I just want to say I mean to disrespect Thorndraco.
Anyway since this aims to be a "real world" type effect I don't think you'd ever see the kind of distortion you're getting here...
(i.e. tiny version of life preserver refracted)

seems to be limited to a very small proportion of occurence and I had my randomization settings at max and out of 25 I only saw the problem reproduced once lets all whine for a wine port

Actually I think that part looking like a little preserver there is a coincidence. The refraction's not even set high enough for that to be possible in that one. In general it's a quick and dirty filter though, there are other small problems with it, but I hope to improve it more later when I have time.

It should update later today; I fixed the refraction somewhat and allow for surface height control. I plan to tweak the way light/color gets refracted later as well. If anyone has any suggestions of how-else I could improve this filter please let me know.

I always like a lot of options (but maybe others don't). I suppose adding a metallic slider may help in making the droplets look mercury like...
Another idea may be to add the stretch and angle sliders to the perlin noise components. A little stretch may help cause the droplets to look a bit more drop-like and less fractal-like. (?)

I actually just thought of a better way to handle the refraction after some thought on how it works in the first place, but my license just ran out today, so I won't be able to make changes until I can afford FF.

You can probably extend the license. Click the contact tab on the top right and ask for an extension.

Got my beta license  , so I went ahead and tackled this one right after finishing my color blindness filter. I think the refraction is much much better now (as well as the overall believability), it should update later today hopefully. Please let me know what you all think and if you think I should tweak it further or if it's good.
