I have found this again and think is really awesome and amazing effect, creative and very well done In such unique ways and it can be used in many possible different ways

The result will depend very much of the source image you use, maybe for pure normal photos it may not work right and do not give any impressive and awesome result, but if you choose wisely and correctly a possible image it could give amazing result

One way is to combine two of these together with blend modes

Another way it could be also if you make it a circle as shown below using the filter of FF polar distort or other similar available
