 I wouldn't necessarily call it 'oil painting flakes'.....more like a stylistic pattern effect.....but none the less, a very cool artist effect!!!

reminds me of that type of painting where you painted in a parafin based pigment, then painted over it in other type and scraped off part of the 2nd type to get part of the parafin type showing.
If wishes were horses... there'd be a whole lot of horse crap to clean up!
