I think this filter doesn't have to be a Surface-type filter -- its normal map is completely flat:

You have to move the surface height to something other than 0 under the lighting tab to get the normal map. That way it can be a standard texture or a 3d surface. If I didn't do it this way, you would get bumps when you didn't want them. For example, look at some of the other presets for it. They have normal maps.
