Hello,
just started to try and use Filter Forge. By doing so I worked out attached picture. Unfortunately now I can not remember which filter I used  - May be you know? It was a filter where it was possible to change Colors with color picker.

There are probably several filters that can give you that effect and let you pick the colors. Two I have seen:
