Does anyone recognize this filter?

It was a part of a giveaway of Filter Forge generated tiles that appeared on the Photoshop Roadmap website. I have searched through every filter in the Miscellaneous categories twice and haven't been able to nail this one down (which didn't stop me from downloading an additional forty others). Either I'm blind or, maybe, it's from a secondary preset and I haven't recognized the default. Or I'm blind, LOL.

Any help would be appreciated.
