when looking through filters on the website, I try to "open in filterforge", which give me the small warning box that says "cannot run filter forge - the program is already running". Yes, it is. If I close filter forge, and try to "open in filterforge" again, it opens and the filter is installed. All subsequent tries with other filters give me the error message. I could probably spend a lot time opening and closing filterforge to populate my new installation, but.......?

You can only have one filter forge active and open each time, whatever version.
If you want to download a filter from Filter Forge (FF) website library it will open on the filter forge version that it is already open, and if it is not open it will open the LATEST version installed
What I do not understand is that you say that you have trying to download a filter from the FF library website and it told you that gives you a warning box that says "cannot run filter forge - the program is already running" ?
Are you trying to open a filter that is for a higher filter forge version than the one you have already open ?
Anyway it should be able to open the filter in the already open version even if it is not compatible.
Filter forge library website will ONLY open a new Filter forge if it is NOT already open.
Please, can you tell more step by step what you are trying to do and the result you get?
So this way it can be known if this is a bug or not and be able to reproduce and simulate the problem that you are having
What version of FF are you using and what internet browser are you using?
Have you tried it with other browsers?

Your Filter Forge installation looks broken: please redownload and reinstall the latest FF version from the download page.

I think it was the browser. Edge seems to work, and I am quite certain that I was using firefox when the problem occurred. Edge did immediately notify that cookies were not enabled on the filterforge site, which I corrected, and I was then able "open in filterforge" as often as I needed without closing and restarting filterforge in the background every time.
This a brand new installation of filterforge v11 on a brand new computer with no other versions of filterforge installed. It didn't matter in which order I opened filterforge and the website, that combination of filterforge and firefox always alerted that "filterforge was already running, etc....), requiring closing and opening filterforge every time I wanted to activate a new filter.
Firefox is my default browser, so I guess I'll have to make a mental note to only use edge when working with filterforge.
