You should be allowed to submit a newer version of a filter before the previus sumbission is accepted. (Sometimes I realize I need to change something right after submitting and its not fun to wait another 24 hours before I can resubmit)

+2 I've run into that too..... especially if you want to fix a mistake before anyone downloads it.

It's not that we don't allow it of our own free will. It's a technical limitation. Currently the submission queue is made in such a way that it's technically impossible to send another update before the previous one is reviewed.

If you find you need to promptly submit another update because you've made a mistake in the previous one, the best way is to contact the support (me, that is smile;)
