In photoPaint 10, the preview for the filter is misaligned. no matter where the layer is in the image that you are working on, it will display in the preview in the lower right of the preview cut off a little. Here are the steps to reproduce:

1. Create a new image (5x7, 72 dpi)
2. with the paint brush, color on the image in the center somewhere
3. With the rectangular marque, select a portion in the upper left of the image (Make sure it includes some of the coloring you did)
4. Go to the Object menu, then to Create, then to Object/Copy selection (or control + up arrow)
5. Now choose Filter Forge from the effects menu

Notice in the preview window in Filter Forge, the area you selected is offset to the lower right, not where it was in the image you were working on. If the selection was close enough to the right sided, part of your selection will get cut off.

Man, that was a long time ago -- I guess we missed your post somehow.
Is this error still there after all updates we've released since then?
And if yes, could you post a screenshot?
