Custom move up and move down

I make filters with a lot of controls at times. when ordering the controls in the list of a custom control order, the move up and move down button only move one space with a click and then you have to click again to move the control another space. there are four other options for faster moving, but they are fixed in what they do. for instance, control+home moves a control all the way to the top, but what if you only want to move it up half way and quickly?

the best solution for this I can see is, when you click and hold the move up or move down button it would continue to move, or continue to move after the button is held down for a second or two and then the motion of the control up or down would proceed faster and faster if you continued to hold the button down.

now, I'm not worried too much in a filter with 20 or so buttons, but I have filters with over 50, even over 100 controls and ordering the controls in a custom configuration becomes VERY time consuming. allowing my solution would speed this up greatly.
