The Submit Wizard Warnings like 'Too many filters in the queue' or for example 'bad Internet connection', 'server down' and others should show right after we log-in istead of showing after we fill the other stuffs.

Yes, the majority of them is already implemented this way. Now that Too Many Filters is gone, this will be much less of a problem.
