retreive submitted filters list from server instead of 'my filters'

Right now... the 'existing filter' status is saved in the xml of the filter itself.
Since the upload dialog requires authenticiation anyway, maybe it is better to retreive the list of uploaded filters from the server instead of checking the 'my filters' folder.

I've had the following problems because of this....

Sometimes I have multiple versions of a filter, upload one, improve other versions, delete older (uploaded) versions, try to upload new versions but they will only upload as brand-new filter.

or...

I sometimes upload filters from work, sometimes from home... so sometimes when uploaded at work... and then a changed- earlier version at home will only upload as brand-new filter.
