I propose adding a new option to all blurs: "Premultiply Alpha"

Problem: blurring sources with alpha causes bleeding of colors in transparent areas.

Solution: premultiply source with its alpha and divide blurred result with blurred alpha.

Some visual examples:

hmmm, i dont know that that's all bad, having the color bleeding. in some instances i like that. it's like feathering a selection and has its uses, but i'm certainly not opposed to another option.
If wishes were horses... there'd be a whole lot of horse crap to clean up!

I propose it as an option, i.e. a checkbox. There might be cases where you expect the bleed to show. However I'm not really sure which cases smile;) Can you give a more concrete example?

I had suffered from that on many my own filters...

it's all a matter of what you want as a result. for the artist, in your examples above, that flower and the fish one are good examples of what i'm saying. i could easily see having those edges as a sort of feathered effect with something else 'bleeding' into it from another source.

but, i agree, having the option is the best bet.
