Hover text for filter controls

Has this already been requested ? I didn't see it on the wiki article for the wishlist.
So yeah, we only have so many characters to use as the names of our filter controls, and it's often hard to keep them explicit when they have complicated effects. Of course, you can always add information in the filter description (control X does Y) but that's cumbersome and inelegant.
I propose the ability to write a small, optional blurb for each filter control, that appears when the user's cursor is over the control's name. Or something like that.

Also maybe if we could add div bars in the filter controls to separate different sections. That would be neat too.
