The code for Phong-based point lighting (infinitely distant light sources) along with HDRI lights, specular, Fresnel reflection approximation and so on with infinite number of lights is in the code for almost a year

There's just no UI code for that. Currently, the only way to create point lights is through editing filter files manually (you'll need to know the format spec).
So, you should ask Vladimir:
1. To implement point lighting editing UI (I seriously doubt that it will make in 1.0 though).
2. To provide you with the info (the format itself is pretty straightforward), I can describe it in a few lines.
