The distribution of imported images in the filter library is not going to happen as far as I know. The image itself would have to be saved along with the filter, which takes up space, and copyright issues could get in the way. When submitting a filter, many people find it useful to post examples in the filter comments, gallery, etc. instead.

Frankly, I automatically assumed that the images on the website itself are copyrighted, it never even crossed my mind someone would claim the should be able to use them.

Author: Morgantao. You can't upload a filter that uses external images because of the possibility someone will use copyrighted images to the library, and that's a legal swamp nobody wants to go to.
If you want to upload your filter, simply change the images in the presets to the smaple images included with FilterForge. To do that, click
