If not, that makes it far more difficult to evaluate the two versions side-by-side. " YES, as said very well by CFandM, there is already a built-in mass downloader browser inside Filter Forge application and you can click on all the checkboxes that are in the filters and download them all in one time and not one by one. Oh and don't get me wrong, I like the ability to get filters from the website, it's nice and has the "popular" categories, comments and whatever else, but I don't think it's right to say the built-in library is obsolete, by any means.
