How to give blur effect from a centre point ... gradually increasing as it is going out of focus. Just like if its picture is taken in camera using manual focus ... the focused part is more clear and other parts go hazy as they are far from focal point ?? I know "blur" effect is there ... but how to apply it in desired manner ?

You can build a filter using a gradient as a mask for the blur...Heres one in this thread to take apart and maybe get some ideals from..Theres also other filters in the library that follow the same method of masking out a blur so it gives the image only a partial blur...
